We cannot win in the fall if we start in the summer. Harris County is the largest county in Texas, the third largest in the nation, and has more people than nearly 30 U.S. states. Our fundraising should match that scale. We will build a professional, transparent finance operation that raises early and invests wisely. That means engaging major donors, grassroots supporters, and elected officials with a real return on investment. We must not only raise dollars but also build trust, show accountability, and sustain power. True success comes from making every dollar count and building the kind of lasting infrastructure that delivers long-term victories, not just short-term headlines.
Bold, Values Driven Messaging
We must stop only playing defense. We need a clear, unified message that reflects who we are, not just what we are reacting to. We will develop a countywide message strategy that resonates across diverse communities while tailoring outreach for key constituencies. We will equip our candidates, elected officials, and volunteers with robust training and strategic tools to deliver it with power and clarity. Our strength is in our diversity, and when we unite around our shared values, we build collective power.
Aggressive Voter Turnout Strategy
Turnout fell hard in 2024. Only 58 percent of registered Harris County voters showed up, leaving hundreds of thousands of potential Democratic voters on the sidelines. Under current leadership, the promise of delivering 1.1 million Democratic votes fell short, with the top of the ticket receiving less than 845,000 votes. We need a real plan precinct by precinct to register voters, get them to the polls, and never take them for granted. We will rebuild neighborhood-based field programs and track progress with data. Our year-round engagement will be driven by organizing early, executing smart, and scaling big. This strategy lays the foundation for deeper, authentic connections with voters, making sure all communities understand how each race directly impacts their lives.
Expand and Empower Precinct Leadership
With 1,100+ precincts in Harris County, we cannot continue leaving half of them without Democratic leadership. That is leaving power and votes on the table. We will recruit, train, and support chairs to organize their neighborhoods, strengthen community, and drive election wins, not just fill a spot on a map. Training will be year-round so new chairs can organize effectively from day one. Canvassing strategies will be modernized beyond suburban blocks to reach every type of community, including apartments, so no area is overlooked. Chairs will also receive the resources, mentorship, and consistent guidance to hit the ground running in every election.
Develop Democratic Talent
A strong party builds candidates, supports them strategically, and ensures they are ready to win. Too often, candidates are left to fend for themselves, pay for their own resources, and navigate elections without coordinated support. We will identify, recruit, and prepare leaders from every corner of Harris County and at every level of office, providing real value through data, training, and strategic guidance so candidates can focus on connecting with voters and running effective campaigns. From messaging and campaign planning to grassroots mobilization and resource support, we will develop confident, capable leaders who strengthen the party, energize communities, and win elections.
Protect Our Judges
When Democrats lost 22 judicial seats in 2024, including 10 incumbents, it marked the worst setback in a decade and revealed the cost of neglecting coordinated support for down-ballot races. Judicial elections have real consequences for every community and deserve the same strategy, resources, and disciplined messaging as any other critical race. We will identify vulnerable seats early, counter disinformation with facts, and strategically deploy volunteers, funding, and communications to defend and expand Democratic representation on the bench. Prioritizing judicial protection ensures fair courts, upholds our values, and strengthens trust in justice across Harris County.
Modernize Our Digital Strategy
We need to meet voters where they are on phones, social platforms, and in real time. That requires better tools, more accurate data, and a stronger digital strategy that empowers campaigns, precinct chairs, and the county party to work together seamlessly. We will modernize voter targeting, use heat maps to identify high-priority precincts and gaps in outreach, and expand engagement across digital platforms. We will produce engaging, accessible content to grow our reach, inform voters, and motivate them to participate in every election. By leveraging technology strategically, we can increase engagement, counter misinformation, and ensure that Democrats are visible, relevant, and persuasive across every community. A robust digital and data infrastructure is no longer optional. It is essential to winning elections and building lasting relationships with voters.
Rebuild Trust with Core Voters
Too many working-class voters, people of color, and communities within our Democratic base felt overlooked in 2024. We must rebuild trust and engagement by listening, showing up consistently, and addressing the real issues that impact people’s daily lives while also deepening our connection with younger voters and others who have not been fully engaged or empowered. This means authentic outreach year-round, not just during election season. We must show every community how each race, from local offices to statewide contests, affects their future. We will not take our base for granted and will prioritize culturally competent, bilingual outreach and tailored engagement strategies to strengthen connections, inspire participation, and demonstrate that the Democratic Party delivers meaningful results, not empty promises.
Election Protection & Rapid Response
Republicans are using misinformation, legal challenges, and smear tactics to undermine our voters, elected officials, and candidates. We will establish a rapid response team to proactively protect our democracy, defend our leaders, and empower communities with accurate, actionable information. This team will monitor threats to election integrity, clarify legislative developments, and keep voters informed in real time. Precinct chairs will be equipped with verified updates and practical tools to educate their neighbors and maintain consistent messaging from the county party to the local level. We will also produce timely, clear, and accessible content to ensure communities stay informed and engaged. Rapid, coordinated action is how we safeguard Democratic representation across Harris County.
Strengthen Our Coalitions
We will build authentic, reciprocal partnerships with Democratic clubs, labor unions, student organizations, faith leaders, and civic groups across Harris County.
